Minutes of the meeting held at West Lulworth Village Hall on Monday 7 July 2014 at 7:30pm

Public Questions and Discussions Period
Mr Jonny Hammond wished to discuss the hedge outside his garden as he has been asked to cut it three times but stated it used to be cut by County Council although it is Weld Estate’s responsibility.
Mr Hammond is concerned about 2 sycamore trees which are growing into the electric cable overhead.  He would be happy to cut them down but it would entail closing the road.  County Councillor Lovell stated planning permission would be needed to cut the trees down and the electric company usually cut them if they are in the cables.  He added that County Council may have previously cut areas which are the responsibility of the land owners but due to cutbacks they will no longer do so.  District Councillor Quinn clarified that County Council cut for safety rather than amenity now.
Cllr Colvin noted that from Burngate to East Lulworth only one side of the road was cut.  Cllr Davey is still requesting the sycamores be cut but it may be the Weld Estate that has to make the request.  Cllr Lovell suggested work may be able to be carried out under the Forestry, Cllr Quinn will check.
Mrs Felicity Redman wished to comment on the Tree Works Application TWA/2014/ and this is minuted in section 14/15/028.
Mrs Pat White asked when the bus shelter would be opening as it looks like building works are complete.  Cllr Davey responded as soon as a lease is received and insurance cover can be sought.
Mr Steve White is resident at School Lane and queried why the new school will be on new premises rather than redoing the current site.  He had been given information that financial assistance was only given for new school builds and that building would commence 14th September 2014, it is expected to be ready by September 2015.  Cllr Lovell noted the school now has to provide for two extra years due to the move from a three tier to two tier system.  Mr Roger Walker believed that the original building was sufficient for 79 pupils and the proposed building would be for 80 so just one more pupil space.  Cllr Jackson added there was already an amalgamation of classes and the lack of response was unacceptable and Mr Walker asked that the meeting take on board the concerns of the residents.  Cllr Quinn suggested a Freedom of Information request should be submitted to obtain answers to queries raised. 
Cllr King noted only for West Lulworth was a new greenfield site being proposed for a school, all other schools had expanded on existing school premises.
Cllr Davey asked Cllr Lovell to check the status of a planning application for the school.
Mr White informed the meeting that it appeared Japanese knotweed had rooted between Daggers Gate and Burngate and it was now growing in front of the tv tower.
ACTION: District Cllr Quinn to check on procedure to cut sycamores.
Clerk to put in Freedom of Information request regarding school proposals.
Cllr Lovell to check on status of planning application for new school.

Cllr Colvin declared an interest in the Holy Trinity Church donation request.

Minutes
The minutes from the meetings held on Monday 7 June 2014 were agreed as being a true and accurate representation of the meeting and were duly signed by the Chairman.  Cllr Colvin suggested that if no reply is made up to seven days after minutes have been distributed then they should be taken as read and agreed.  Cllr Matthews noted the new Councillors had not received the minutes or Agenda until recently so Cllr Davey asked the Clerk to check the circulation list.

Reports from District And County Councillor
County Councillor Lovell had a meeting with British Cycling and other groups and the Police.  It is planned that there will be one diary for all cycling events on the Dorsetforyou.com website.  The Police have promised they will be tighter on cycling restrictions. 
It was suggested that some cyclists are insured while others are not and they should have ID either on bikes or themselves.
Cllr Lovell has been in touch with Network Rail due to problems at Holmebridge crossing.  District Councillor Quinn noted there have been a number of failures since the new crossing was installed and this has had an impact on residents, local business and even the Fire Service who had to divert recently.  Cllr Colvin had noticed increased delays at Wool station and Cllr Quinn informed her that the new safety measures kept the crossing gates closed for 2-3 minutes after a train had passed rather than the thirty seconds previously.
Cllr Davey has been chasing up works promised by traffic engineering and Cllr Lovell informed him they were recently allocated extra money.
Councillor Whittle noted the hedge at 5 Main Road has still not been cut and Cllr Lovell responded that they need time to go through the enforcement process.
Cllr Davey stated we are still awaiting an update on signs from the Army, Cllr Quinn suggested contacting Colonel John Ogden.  The Clerk has been in contact with Mr Jack Daniels at County Council and Lieutenant Colonel Ken Davies and they are liaising to ensure a new draft sign is approved.
District Councillor Quinn stated the recycling changes are a success.  Some bins have been tagged to say they are unsuitable fore recycling and he is keen to hear of examples of this.  There is an issue with a contractor vehicle which doesn’t separate glass like the DWP vehicles do. 
Purbeck District Council has agreed to spend up to £1000 to refurbish the toilets at the Cove.  Cllr Miller informed him the ladies toilets were recently flooded out with sewage and they have been blocked, young children are often taken around the back of the fish shop rather than using the toilets.  Cllr Matthews was informed they were closed for one day.
Wessex Water has dug at the side of the toilets to ascertain where the leakage is coming from. 
ACTION: Clerk to contact Colonel Ogden regarding missing Army range signs.

Planning Applications / Updates on Previous Planning Applications
6/2014/0220 Main Road (The Boat House), West Lulworth, BH20 5RQ.  Change of use from boat workshop/store to gallery, exhibition rooms and meeting rooms. This has been APPROVED.
Cllr Davey read out condition 3 and notified the meeting that all information was available on the Purbeck Planning website.
6/2014/0236 Britwell Drive (Lovat House), West Lulworth, BH20 5RS.  Erect rear extension - Certificate of lawful development – proposed.  This has been APPROVED.

Applications for Tree Works / Updates on Previous Tree Works Applications
TWA/2014/0101 West Road (Brownhills), West Lulworth, BH20 5RY.  Fell (T1) and (T2) pines.  This has been APPROVED.
TWA/2014/0100 The Launches (The Fells), West Lulworth, BH20 5SF.  Remove overhanging branch/ shoot growing from old stump of (T1) horse chestnut.  This has been APPROVED.
TWA/2014/0104 Britwell Drive (Lovat House), West Lulworth, BH20 5RS.
Mrs Felicity Redman thought the proposed works to be quite considerable and that trees can maintain their strength despite storm damage.  She suggested works would have an affect on the ambience of the area and careful monitoring would be preferable.  Mrs Redman believed the survey report underestimated the size of the trees.
Cllr Lovell thought one of the issues is that felled trees are not replaced although Cllr Quinn has seen that condition be imposed. 
Cllr Matthews had only recently been informed of the tree works application but has spoken to the District Tree Officer who informed her there had been difficulty in contacting the applicants and he will not be able to go on site to look at the trees until 15 July which is when authorisation is granted by default.  Cllr Matthews informed the meeting that taking trees out can disturb the soil which is of significance as the house is so close to the cliff edge.
Cllr Whittle was concerned that two or three trees appear to have been felled at St Patrick’s which he believes have a Tree Preservation Order (TPO) on them.
ACTION: Cllr Quinn to check if the deadline for TWA/2014/0104 can be extended and Clerk to put in response immediately.  Cllr Matthews to check for TPO on trees at St Patrick’s. 

District Councillor Quinn left the meeting at this point (8:45pm)

Finance
a) Cllr Davey informed the meeting the internal auditor had checked the accounts and they had been signed and submitted.  The lack of Risk Assessment was raised as an issue and this needs to be carried out asap.
There is nil National Insurance contribution and nil income tax payable for the Clerks wages as it is under the earnings limit.  This has been confirmed by HMRC.

c) Donations of up to £1958.40 can now be made due to an increase in S106 payments limit.
Cllr Jackson enquired if the Parish Council (PC) could increase the precept in order to pay for grass and hedge cutting but the precept is fixed for the year.  Cllr Davey asked if the PC should have to pay for work County Council won’t carry out.  Cllrs Miller and Matthews indicated maintenance was needed.  Cllr Jackson stated the grass at The Launches is now obscuring the view at the junction.  Cllr Davey believes it to be Synergy’s responsibility but noted the pathway up to Durdle Door is very overgrown.
ACTION: Clerk to chase grass verge cutting by County Council.

Consultations and New Items for Discussion or Report
a) Reviews of the Standing Orders, Financial Regulations and Risk Assessment need to be carried out but the Clerk has no electronic copies.  There is a paper copy of Standing Orders and Financial Regulations but any modifications are not detailed.  There is no copy of a Risk Assessment.
ACTION: Clerk to draft Risk Assessment.  Standing Orders and Financial Regulations to be modified.
b) The state of the village – Cllr Matthews felt the village has deteriorated.  Along with the hedges, weeds and benches the sign to the village is in need of repair.  She suggested updating features may encourage residents and business owners to take an interest in the village.  Cllr Matthews said the PC may have to be approached for a contribution but wished to look into funding and asked the PC for approval.  Cllr Davey suggested a ‘tidy village’ committee be set up but Cllr Jackson was concerned the same people would be involved and it needed to reach out to the wider community.  Cllr Colvin suggested putting an insert in the Parish News for interested parties.
ACTION: Clerk to forward Wareham Trust details to Cllr Matthews.
c) War memorial – Cllr Miller has requested Ray Derrick to quote for the repairs to the War Memorial and the Clerk has arranged for two other quotes.  Mr Derrick has recently installed the new swing and hopes to meet with Cllrs Miller and Davey to check their satisfaction.
It is unclear who owns the memorial.  Cllr Colvin thinks the PC is responsible and believes it was handed over by the British Legion but Mr Joseph Weld may have also been involved.  Cllr Whittle suggested contacting George at the British Legion to see if there is any documentation about the memorial.
ACTION: Check for ownership of the memorial.  Chase up quotes for repairs.

Ongoing Actions/ Updates from Previous Meetings
a) A request was made by the village hall committee to be able to change incorrect information on the PC website.  Currently the Clerk only has access to put on the latest Agenda, all other items have to be sent to Dave Wheatley and there has been a delay in getting details updated.  Dave Knight, previous Councillor, has access to update blogs and he is awaiting somebody to assume this role.
ACTION: Cllr Davey to chase Dave Wheatley.  IT officer to be allocated.

Neighbourhood Planning
Cllr de Chazal attended a recent training session at PDC.  There are three other Parishes compiling a Neighbourhood Plan and they have all identified their aims and Cllr de Chazal queried what West Lulworth’s aims were?  Cllr King stated it is how we want the future of the village and the NP is to be PC led.  Cllr de Chazal noted that the NP has to be evidence based (demonstrating a need) and deliverable.
PDC have drafted an SLA agreement and wish to meet to discuss it.
ACTION: Clerk to liaise with Cllrs King, Jackson, Matthews and de Chazal for SLA meeting.

Footpaths
Cllr Matthews enquired if the footpath behind Sunnyside leading towards the school has now been cut.  Cllr Miller said it has been cut but a lot of dog fouling has been left.
ACTION: Clerk to contact PDC for signs to prevent dog fouling.

Correspondence
a) Holy Trinity Church has made a request for a donation.  Cllr Colvin informed the meeting that the Church keeps the churchyard open for the community and there is a cost for this.  Cllr Miller proposed donating £600.00 as in previous years.  This was seconded by Cllr Matthews and all agreed.  Cllr Colvin abstained.
b) A request for a donation was received from Victim Support.  Cllr Colvin wondered if there had been anyone in the village who has needed their support and it was noted there had been and Victim Support had been very supportive.
Cllr Miller proposed a donation of £50.00, this was seconded by Cllr Whittle and all agreed.
ACTION: Clerk to forward donations.

Items of information and Items for the next Agenda
Cllr King informed the meeting that the X43 bus no longer goes to Swanage although travellers can change at Wareham for Swanage.  A timetable has been given by Tony (Woolfarer) for the X40 from the station to Swanage.

Date of the Next Parish Council meeting
The next Parish Council meeting will be held on Monday 4 August 2014 at 7:30pm at West Lulworth Village Hall.
